The Condition Council in the Folks's Republic of China in 1995 issued the "Final decision on Accelerating S&T Progress" which described planned Science & Technology advancement for the coming decades. It described S&T as being the Main effective power and impacting financial development, social development, nationwide power, and living criteria. S&
